Introduction
The Government of the Hong Kong Special Administrative Region of the People's Republic of China (HKSAR) attaches great importance to youth development. Our vision is to nurture a new generation of young people with an affection for our country and Hong Kong, and equipped them with global perspective, an aspiring mind-set and positive thinking.
Following the Chief Executive's announcement in his 2023 Policy Address, the Home and Youth Affairs Bureau (HYAB) has successfully organised the inaugural Youth Development Summit (the Summit) on 10 August 2024, providing a new and pivotal international platform for youth exchange. Themed "Set Sail for New Horizons", the Summit has gathered officials responsible for youth policies, along with business leaders, technology innovators, creative experts, young entrepreneurs and representatives of youth organisations as guest speakers, and attracted over 2400 young people to register to participate, including about 500 participants from the Mainland and other overseas locations.
Following the success last year, the HYAB will host the second edition of the Youth Development Summit on 27 September 2025. Themed "Connecting the World into the Future", the Summit will invite key officials responsible for youth policies from different regions, along with business leaders and representatives of youth organisations as guest speakers. They will share their valuable experiences and insights on technological innovation, cultural and creative industries, and unleashing youth potential, to inspire the youth participants in seizing opportunities.

Target Participants
The major target participants of the Summit are youths aged 12 to 39. Besides local youths, the HYAB will also invite youth groups from the Mainland and overseas to attend the Summit, where they can exchange views with local youths on issues of concern to young people.
